Jefferson Barns Community Vitality Center offers services by appointment as city highlights facility

For Westland residents facing a utility bill, housing worry or other financial pressure, help at the Jefferson Barns Community Vitality Center begins with a scheduling step: Wayne Metro Community Action Agency's office on Dorsey Road is available by appointment only.

The City of Westland Administration highlighted the center in a July 15, 2026, Facebook post, directing residents to the city's website for more information about the facility and its programs. Wayne Metro's location directory, updated July 14, 2026, confirms that the agency's Jefferson-Barns Community Vitality Center office operates by appointment only.

Residents can schedule an appointment or connect with any Wayne Metro program by calling the agency's Connect Center at (313) 388-9799, including if they are unsure where to start. Staff can help by phone, chat, text or email from 8:00 AM to 6:00 PM Monday through Friday and 9:00 AM to 12:00 PM Saturdays.

Those options give residents several ways to arrange help, including evening and Saturday availability for people balancing work and family obligations. But the Westland location's appointment requirement differs from some Wayne Metro service centers that welcome walk-ins during public hours of 8:30 AM to 5:00 PM Monday through Friday. Walk-in locations include the WM Welcome Center in Detroit, Biddle Service Center in Wyandotte, Cortland Community Impact Center in Highland Park, Dresner Community Center in Detroit, WM Romulus, WM West Client Service Center in Detroit, and WM East Client Service Center in Detroit. The agency advises residents to call ahead.

Wayne Metro operates more than 100 programs focused on Quality Housing, Family Stability, and Economic Opportunities for low- and moderate-income residents in Wayne County. Its programs include housing stability, water and energy assistance, food support, Head Start and Early Head Start, after-school and summer youth programs, adult education, financial counseling, tax preparation, weatherization, property tax assistance, and supportive services for veterans and survivors of domestic violence. The agency also serves as the lead agency coordinating homeless services for Out-Wayne County, including the Wayne County Family Center shelter in Westland.

Eligibility generally requires low- or moderate-income status, with some programs using a standard of 80 percent of Area Median Income. Under that standard, annual maximum income limits are $58,700 for a one-person household, $67,100 for two people, $75,500 for three people, and $83,850 for a four-person household.

The Dorsey Road facility offers more than Wayne Metro services. It also houses the city's Housing & Community Development Department, Nankin Transit, and community meeting space. Programs at the center include a Learning Lab providing tutoring and academic support for students, a community reading room/library with no late fines, and the Kronk Boxing Gym/ESCOT youth support and mentoring program.

The center is at 32150 Dorsey Road in Westland's Norwayne neighborhood, inside a former elementary school built during World War II and closed since 2010. Westland renovated the building after leasing it from Wayne-Westland Community Schools for one dollar per year, financing the work through a HUD loan to be repaid over 15 years using Community Development Block Grant funds.
